DRUM Training Programme on
BEST PRACTICES IN DISTRIBUTION LOSS REDUCTION

Dates : 25 - 29 Feb 2008

Venue : ESCI Campus, Gachi Bowli, Hyderabad

INTRODUCTION & OBJECTIVES

Power distribution reform is widely viewed today as fundamental to improving commercial performance and financial viability the power sector in India. The Distribution Reform, Upgrades and Management (DRUM) project is an initiative of Ministry of Power (MoP) and USAID/India. DRUM is launched with the purpose of demonstrating the best commercial, technological, and managerial practices in power distribution.

Indian power system is characterized by generation capacity shortages, ever increasing demand for energy utilization and very high level of T&D losses leading to poor operational efficiency.  Unless the Electric utilities adopt more efficient techniques for energy management system, there is  little hope of running them efficiently and operating the system at reasonable cost.  System improvements are to be carried out by introduction of new technologies in different areas and reducing the losses by accurate assessment of the losses by innovative methods.

In the new environment the power utilities are looking to change their business structures to meet the challenge of deregulation, growing competition, effect of new technologies and climate impact

Electrical Power Engineers  will therefore be distinguished by their ability to effectively reorganise around information, contribute to increasing operating efficiencies, reduce production costs and develop sophisticated business relationships with even the smallest customers

The objective of this course is to assist the junior and middle management officials of the distribution utilities to modify their approach and to treat the feeder as a profit center.  There is a need to manage the aggregate technical and commercial losses within the acceptable limits for better financial health of the organization

The Engineering Staff College of India (ESCI) in collaboration with Ministry of Power (MoP), USAID., has therefore considered it very timely to conduct a programme on “Best Practices in Distribution Loss Reduction”.

PROGRAMME OUTLINE

The following topics are proposed to be covered in the programme.

  • Concepts and Principles of Distribution Loss.
  • Energy Audit and Energy Accounting of Distribution System
  • Case Study
  • Best Practices in Technical Loss Reduction.
  • Emerging Technologies for Distribution Loss Reduction.
  • Distribution System Planning, Analysis, and Design
  • Best Practices in Commercial Loss Reduction by Eradication of Theft
  • Field Visit
  • Financial Analysis of Investment to Reduce ATC Losses
  • Exercise on preparing list of items for implementation to reduce ATC losses

PROGRAMME METHODOLOGY

The Programme will be conducted in an interactive environment providing greater scope for discussions. Emphasis will be on a highly participative style of learning. The faculty will act as provocateurs and resource persons and demonstrate application oriented studies rather than as teachers. The participants are expected to play a very active role not only as learners and facilitators but also as experts and practitioners in their own right.
