INTRODUCTION
Performance is a measure of the well-being of any system, and Irrigation is no exception. In a forthright review of the Indian Irrigation Sector in 1991, the World Bank cautioned that “India will be critically dependent on better performance from Irrigation, the Review identified four areas requiring a major effort : (i) Forging a Coherent Water Policy, (ii) Prioritizing Investment and getting Control of Expenditure, (iii) Improving Productivity and ensuring sustainability and (iv) Building Critical Capacity within the Public and Private Sector in order to manage the sector more efficiently and effectively”.
Further, the National Water Policy 2002 stresses that “there is an urgent need of paradigm shift in the emphasis in the management of Water Resources Sector. From the present emphasis on the creation and expansion of Water Resources Infrastructures for diverse uses, there is now a need to give greater emphasis on the improvement of the performance of the existing Water Resources facilities. Therefore, allocation of funds under the Water Resources Sector should be re-prioritized to ensure that the needs for development as well as operation and maintenance of the facilities are met”.
Performance Improvement needs a strategy to focus on crucial action areas.
OBJECTIVE
This programme is designed to discuss performance improvements in water resources sector with particular reference to this programme is designed to expose participants to interactive class room sessions, group discussions and field visits to share their experiences with co-participants and the invited expert speakers.

- Application of Remote Sensing and GIS in Irrigation Systems
- Field Visit to an Irrigation Systems
- Modernizing Irrigation Management: The MASSCOTE Approach of FAO

Junior and Middle Level Engineers / Managers from State Irrigation and Command Area Development Depts., CWC, MoWR, Agriculture Departments, NHPC, Ground Water Departments, UNICEF Organisations, Agricultural Universities, Panchyat Raj Departments, Rural Development Departments.
PROGRAMME METHODOLOGY
The programme will be conducted in an interactive environment, providing ample scope for discussions. Emphasis will be on participatory style of learning. The faculty will act as catalysts, provocateurs and resource persons to facilitate the learning process and the participants are expected to play an active role not only as learners but also as knowledgeable practitioners in their own field.

FEE
Rs.11,000/- (Rupees Eleven Thousand only) per participant. The course is fully residential and the course fee include Course Material, twin sharing A/c accommodation at ESCI executive hostel, breakfast, lunch, dinner, tea / snacks, use of library and transport connected with the programme.

INCOME TAX
ESCI’s income is exempted from Income Tax for the period 01.04.2007 to 31.03.2010 . I.T. Exemption Certificate u/s 35 (1) (ii) of IT Act 1961 issued vide Govt. of India, Ministry of Finance Notification no. 92/2006/(F.No. 203/24/2005 /ITA –II) dt. 30th March 2006. Hence payments to ESCI may please be made without any T.D.S.
PROGRAMME TIMINGS
Registration at 09.30 hrs. on the first day. On the second day, the programme will be from 09.45 hrs to 1715 with breaks in between for lunch, tea and refreshments. ESCI Campus at Gachi Bowli, Hyderabad - 500 032 on Old Bombay Road is 15 Km away from Viswesvaraya Bhavan, the Andhra Pradesh State Centre of The Institution of Engineers (India) at Khairatabad which is Centrally located in the City. Participants who desire to avail ESCI transport to campus may report at The Institution of Engineers (India) Visvesvaraya Bhavan, Khairatabad, Hyderabad at 0830 hrs on the first day of the programme.
